The whitish/green areas are spots of surface corrosion that should clean off no problem using a fine brush or instrument of some type to get in crevices. Most of the knobs are smooth and working, however the top knob that adjusts the two eyepieces may be stripped or \"stuck\" as it will only move on the treads slightly.
