NEW YORK CITY - Emigrant Landing - Barge Office - 1903: The structure shown is of the Barge Office, which was used to process immigrants after Castle Garden closed but before the buildings w on Ellis Island were operational. Immigrant processing was only assumed by the federal government from New York City around 1890, when construction of Ellis Island began. Until that point New York City processed its immigrants through the fort in the Battery known as Castle Garden.
